Throughout 2018, we have provided you with insights and facts on Alberta’s cattle feeding industry. This holiday, take a few minutes to test how much you have learned from those posts.

The rising cost of hiring temporary foreign workers puts cattle feeders at risk 

Many of Canada’s agricultural producers rely on the Temporary Foreign Worker Program to help keep their operations running. Even though they would prefer to hire from within the domestic labour pool, there are three main reasons why it is hard for them to find local workers:

1. Farm work is often seasonal, and many Canadian candidates choose to seek year-round work elsewhere.

2. The work can be extremely physical and strenuous, which limits the number of people interested in, or able for, such work.

3. While baby boomer farmers are retiring, young people are leaving rural areas for cities, creating a labour gap.

The agricultural industry collaborated to create a Canadian Agriculture and Agri-Food Workforce Action Plan and have urged the government to adopt their recommendations for addressing the labour crisis.

Why new changes to the temporary foreign worker program will impact cattle feeders

In October 2018, the Alberta government changed the prevailing wages for temporary foreign workers.

For example, the minimum wage for the NOC (national occupational classification, or occupational group) that includes specialized livestock workers and supervisors has increased from $18.43 per hour to $21.63 or more, across the province. That’s a wage increase of more than $3 per hour.

These minimum wages are in addition to other requirements such as supplying housing for workers, so the total cost of hiring a temporary foreign worker can quickly become prohibitive for agricultural producers, even though they desperately need help.

The Agriculture Industry Labour Council of Alberta (AILCA) has written a letter to the federal and provincial governments asking for support, because it is concerned that proposed changes to two programs intended to help farmers with a worker shortage will make it even harder to access labour. 5 priorities for cattle feeders in 2019 

Canada’s cattle feeders are urging politicians to consider the needs of beef producers in their platforms for the 2019 federal election. 

Agriculture and Agri-Food is a $100-billion industry that employs more than two million Canadians. The government has identified the sector as one of a few with the potential to spur economic growth.

Canada is in a prime position to benefit from increasing global demand for agricultural products, but the industry requires government support in removing constraints and barriers to growth. 

The National Cattle Feeders’ Association (NCFA) cites five urgent challenges:

Rural infrastructure

Most agricultural operations are in rural municipalities with a limited tax base to provide infrastructure. With little federal funding, some municipalities have implemented counterproductive measures, such as the livestock head tax in Lethbridge County. This is eroding the competitiveness of cattle feeding in southern Alberta.

It is crucial that the federal government identifies critical infrastructure investments in rural communities and dedicates financial resources to make them happen.

Labour shortage

A chronic labour shortage of about 60,000 workers is costing primary agriculture producers about $1.5 billion in unrealized farm cash receipts each year. 

Farmers have been forced to turn to the Temporary Foreign Worker Program to fill positions that cannot be filled by Canadians, but the process is expensive, time-consuming and complicated. 

The program’s processes need to be streamlined and clear a pathway set for permanent residency for temporary foreign workers.

Regulatory barriers

The industry is ever-evolving with new technologies and industry developments. But when regulations don’t keep pace, it hinders our ability to compete in the global marketplace.

In 2016, NCFA released a detailed study entitled The Competitiveness of the Canadian Cattle Feeding Sector: Regulatory and Policy Issues(PDF)

, Costs and Opportunities. It highlighted six areas – enhanced traceability, export regulation and impediments, veterinary drug harmonization, inspection practices, transportation and labour – where reforms could generate an additional $495 million in revenue across the beef value chain.

International market access

Canada exports 45 per cent of its beef production, and those exports are primarily to the U.S. To grow, the industry needs to expand into other markets, including the Asia-Pacific region and Europe.

Agreements such as the North American Free Trade Agreement (NAFTA), the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and the Canada-EU Comprehensive and Economic Trade Agreement (CETA) should be a government priority. They will have a tremendous impact on our ability to trade effectively with these regions.

Consumer education and trust

Government and industry need to work together to ensure consumers are able to make informed choices when it comes to their food, whether the issue is environmental impact, health, or production methods.

Public education should be a pillar of any new national food policy, and Canada Food Guide revisions should reflect the most recent scientific, medical and nutritional research.

Alberta’s agricultural leaders ask government for help with labour crisis

The Agriculture Industry Labour Council of Alberta (AILCA) has written a letter to the federal and provincial governments asking for support, because it is concerned that proposed changes to two programs intended to help farmers with a worker shortage will make it even harder to access labour.

For many years, Canada’s farmers have struggled with a declining domestic labour pool, resulting in a chronic shortage of workers. Temporary foreign workers are often the only source of labour available to help them continue their operations.

The council believes the proposed changes to the Provincial Nominee Program and the Temporary Foreign Worker Program (TFWP) will complicate the use of these labour lifelines.

Who is AILCA?

AILCA is a council of 22 agricultural producers, and related organizations, representing diverse agri-foods sectors from livestock to food crops and greenhouse growers.

The council recently wrote a letter outlining their concerns to the following ministers:

    • Hon. Patricia A. Hajdu, Minister Employment, Workforce Development and Labour
    • Hon. Ahmed Hussen, Minister Immigration, Refugee, and Citizenship Canada
    • Hon. Christina Gray, Minister of Alberta Labour

The purpose of the letter was to outline in detail the reasons for their concern, and the implications for Canadian agriculture if the government fails to take action to protect their interests.

The AILCA message to Ottawa

Here is a summary of the council’s concerns:

THE PROVINCIAL NOMINEE PROGRAM

The federal government is imposing new requirements on the provinces relating to education, income, language and more. These requirements will severely hinder and limit farmers’ ability to transition temporary foreign workers to permanent resident status.

Some of the issues include:

    • Excessively high-income thresholds which are prohibitive for employers. It also does not consider unique aspects of agricultural employment which might include subsidized housing and the comparatively low cost of rural living.
    • Educational requirements which do not take into account work experience or job skills.
    • Language skills that are more advanced than those required to apply for Canadian citizenship.

The government is taking away the ability of provincial governments to provide solutions tailored to their specific economic needs.

THE TEMPORARY FOREIGN WORKER PROGRAM

The Temporary Foreign Worker Program has many administrative issues that make it a lengthy and complex process for companies to acquire permits for the workers they need:

Service delivery issues:

    • Insufficient communication, leading to refusals. Applications are routinely refused on the grounds of rules or regulations that do not exist or have never been made public. Unannounced and sudden changes to forms, program requirements and wage rates are another common reason for refusal.
    • Increasing service delivery timelines and frequent processing delays, mean applications can take anywhere from one to three months, with no consistency.
    • Workers coming from Mexico are experiencing such delays to their visa applications that they often don’t arrive in time for the start of the season.

Program framework issues:

    • TFWP Cap – Despite the proven, chronic agricultural labour shortage, many employers are subject to a 10 or 20-per-cent cap on the number of TFWs they can hire.
    • Housing – Employment and Social Development Canada officers have been implementing excessive housing requirements based on unpublished, and in some cases, non-existent program rules. Many of them fail to consider the specific situation or requirements of individual employers.
    • Application Streams – The application stream under which employers can apply has been reduced from two to one, resulting in many problems because specific operational needs are not taken into account.
    • Commodity Lists – A TFW can only work in one commodity, or agricultural product group. On a feedlot, for instance, this precludes workers from helping with both livestock and feed crops because those would be considered different commodities.

Audits and inspections:

    • Applications are often delayed due to audits, which can drag on for weeks or even months. This leaves employers without access to desperately needed workers or prevents workers from extending their permits.
    • Unannounced inspections are being held, but the processes that guide those inspections have not been made available to employers. Certain issues such as bio-security and the inspection of businesses located in homes and private residences have not been addressed and are of particular concern.  

What AILCA wants

AILCA stresses the need for leadership from within the federal departments of Employment and Social Development Canada, and Immigration and Refugees and Citizenship Canada, as well as from the provincial government.

AILCA would like to see meaningful, ongoing collaboration on these issues, and has asked the provincial and federal governments to engage with producers and processors to develop realistic labour and immigration policies. They stress this is the only way to successfully grow Alberta’s and Canada’s agriculture and agri-food sector.

Why the Canadian government needs to implement the Agricultural Workforce Action Plan

Canada’s agriculture sector is struggling with a labour shortage crisis, made more challenging with recent changes to the Temporary Foreign Worker Program (TFWP).

It is time for the government to step up and make the process simpler and faster for the people who help feed Canadians every day.

In 2012, agriculture and agri-food industries employed 2.1 million people in Canada, accounting for one in eight jobs. Of these, about 39,700 were temporary foreign workers.

There are many reasons why Canada’s farmers find it necessary to supplement their Canadian workforce with temporary foreign workers, including:

  • As rural dwellers migrate to cities, it is increasingly difficult to attract workers for rural jobs.
  • The seasonality of the industry makes it hard for farmers to offer full-time, permanent jobs.
  • Farming is hard work, and many people are not attracted to its strenuous nature and often harsh working conditions.

The Temporary Foreign Worker Program (TFWP)

The ability to hire foreign workers as farmers need them is invaluable for many Canadian farmers.

Unfortunately, in response to alleged abuse of the program by industries outside agriculture, the federal government made changes in June 2014. Although primary agriculture was exempt from some of the changes, many others have had unintended consequences. It is now a convoluted and lengthy process for farmers to bring in the workers they require.

The challenges experienced by beef producers and other farmers are outlined in ‘Canada’s agriculture sector needs help and foreign workers are part of the solution’.

The Canadian Agriculture and Agri-Food Workforce Action Plan

The agriculture industry has collaborated on recommendations for addressing the labour crisis. Goals for meeting the industry’s non-domestic labour requirements include:

    • Short term: Streamline the existing systems and processes within the Temporary Foreign Worker Program to help the agriculture and agri-food sector successfully access non-domestic labour and adapt to policy changes.
    • Medium term: A new streamlined program designed for, and dedicated to, the agriculture and agri-food industry.
    • Long term:
      • Improve pathways to permanent residency for agriculture and agri-food workers in alignment with Citizenship and Immigration Canada; and
      • Implement long-term elements of the Canadian Agriculture and Agri-food Workforce Action Plan, to ensure a strong domestic labour supply into the future.

Portia MacDonald-Dewhirst, executive director of the Canadian Agricultural Human Resources Council (CAHRC), said “The gap between the demand for workers and worker supply has nearly doubled in the last 10 years. Based on increasing demand, both domestically and internationally, for Canada’s food and agriculture products, the gap is expected to double again in the next 10 years, to 114,000 workers by 2025.”

“The council,” she continued, “along with 75 other industry associations, supports the implementation of the Canadian Agriculture and Agri-food Workforce Action Plan to address the immediate and pervasive issues of the inadequate supply of workers currently impeding businesses in Canada. The effort is guided by a national labour task force, and includes recommendations that are practical and essential to ensuring the safety, sustainability, and affordability of food for all Canadians and that support Canada’s continued position as a leader and significant contributor to food production for the whole world.”

The role of government in keeping agriculture growing

Agriculture is a unique industry because operators deal with live animals and perishable products. If they don’t have the labour force they require to get their work done, animals could suffer, and crops could spoil. It’s imperative that the federal government streamline the process so that operators can apply for assistance under the TFWP and bring in workers when they need them.

6 issues cattle feeders will discuss at the Alberta Beef Industry Conference

Beef producers from all over Alberta will convene in Red Deer next week for the Alberta Beef Industry Conference.

This annual event is a chance for industry members to find out what’s new and network with others in the industry. As the event approaches, here’s a look at some of the pressing issues ACFA has been following, and that industry members will likely discuss.

#1 The Canadian Agricultural Partnership (CAP)

The government has allocated $3 billion to invest, over the course of five years, in five areas: innovation and research; environmental sustainability; risk management; product and market development and diversification; and public trust. ACFA will look at devising projects and programs to advance the cattle feeding industry, which could attract funding under CAP.

#2 Labour

The Federal Department of Employment and Social Development Canada (ESDC) is currently reviewing the Temporary Foreign Worker Program. This program is a life-saver for cattle feeders when they are unable to find workers from within the Canadian workforce. Past government reviews have accepted ACFA recommendations but there is still room for improvement.  ACFA will continue to be engaged in this file.

#3 Comprehensive and Progressive Trans-Pacific Partnership (CPTPP)

Last month the government announced it will sign onto the new CPTPP trade agreement. This is good news for the beef industry and should result in reduced tariffs in a number of export markets, especially Japan. ACFA will continue communicating with government to stress the importance of the agreement for Canada’s beef industry until it is fully approved and ratified by Parliament.

#4 Other trade issues

NAFTA and trade with China are two other pressing trade issues of great importance to cattle feeders. In June 2016, the U.S. secured approval from China for greater access to that market. Canadian producers need the same access. A new pilot program to export fresh and chilled Canadian beef to China is expected in 2018, but ACFA will continue to press for the same access given to the U.S.

#5 Competitiveness

About 10 years ago, ACFA commissioned a study to assess the competitiveness of cattle feeding in Alberta. The industry’s ability to compete effectively in the international market will continue to be a priority and there will be discussions about whether it is time to update this study.

#6 Industry governance and financing

The mandatory levy on beef sales, known as the check-off, is used to fund research and marketing activities on behalf of the entire industry. ACFA and the Alberta Beef Producers (ABP) have come together to devise a new governance and funding model for the provincial beef industry, and its use of check-off dollars. A plebiscite may be required later in 2018 for a final decision.

As well as conversation and networking, the conference also features a full program of speakers, including former Prime Minister Stephen Harper.

For anyone interested in Alberta’s beef industry, its challenges and opportunities, this is a must-attend event.

Meeting with MPs helps foster understanding of cattle feeders’ issues

One of the primary mandates for both ACFA and NCFA is to act as an information source for government policy makers, and to build champions for Canadian agriculture and agri-food. 

Every year, when Parliament breaks for the summer, we get the opportunity to reconnect with MPs as they return to their constituencies. On Aug. 22, NFCA’s Bryan Walton, president and CEO, and Casey Vander Ploeg, vice-president, met with MPs and feedlot operators to discuss a number of pressing issues facing cattle feeders.

Who attended the meeting

The meeting was attended by Rachel Harder, MP for Lethbridge, Glen Motz, MP for Medicine Hat-Cardston-Warner and John Barlow, MP for Foothills.

In addition to Bryan and Casey, the ACFA’s members were represented by feedlot operators James Bekkering, Leighton Kolk, Rick Paskal, Cody Schooten, Shane Schooten and Larry Sears.

Important industry issues to watch for

Meetings such as this provide an opportunity for a semi-formal conversation about the issues and concerns of cattle feeders. This gives their representatives in Parliament the information they need for informed and balanced decision making. Some of the issues discussed at the meeting included:

1) Trade. Always a top priority, the agenda included updates on the following trade issues:

    • Trade with China. John Barlow provided a report on a recent Governor General’s Mission to China, which he attended. In addition, a recent agreement to expand U.S. exports to China has left Canada behind, and the need for the federal government to secure the same access for Canada was discussed.
    • NAFTA, and its importance to the cattle feeding industry.
    • Trans-Pacific Partnership, which needs to be altered and rebooted since the U.S. has pulled out.

2) Labour, and the chronic agriculture labour shortage both in Alberta and throughout Canada.

3) Rural Infrastructure.

4) Transportation Regulations.

5) Canada Food Guide.

As with any such meetings, we are confident this meeting provided government officials with a better understanding of the issues facing Alberta’s cattle feeders, and how to support them as they continue to feed Canadians and contribute to the economy.

How Inside Education is bringing agricultural insights to the next generation

Producing food for a hungry world is an important job, and one farmers have been managing for generations. But today’s farmers have considerations that didn’t concern their predecessors – such as how to produce food while demonstrating their concern for the environment, and how to deal with a chronic labour crisis.

One organization is supporting Alberta’s agriculture industry by introducing these considerations to grade school students. Inside Education is a not-for-profit organization dedicated to inspiring and engaging young stewards by incorporating environmental and natural resource education into their classrooms.

Kathryn Wagner, program director at Inside Education, explained that our society is often polarized about issues that matter most. “Our ability to balance a healthy environment with a productive economy demands a careful look at the range of values at play — the spectrum that lies between black and white,” she said. “Our unique programs immerse learners into the big picture, giving them a balanced look at key issues. We challenge everyone to become responsible citizens by understanding the science, technology and issues that affect our world.”

How Inside Education works

For over 30 years, Inside Education has been teaching students about the diverse natural resource topics and issues affecting the agriculture, energy and forestry industries. They have four program areas:

“It all culminates in us bringing current, accurate, locally relevant information, to teachers and students across Alberta, to complement the curriculum,” said Kathryn.

“There are lots of different places where these sorts of topics align,” she said, “from science and social studies to food systems, sustainability and careers.”

Inside Education and cattle feeders

Inside Education works directly with more than 25,000 students every year, in 80-plus communities. In its recent agriculture program, 28 teachers participated in a feedlot tour so they could see firsthand what the industry looks like and what happens in a cattle feeding operation.

“Agriculture is such a fundamental topic of conversation here in the province – it guides our society, our economy, and our environment,” said Kathryn. “If we can provide these experiences and this information to young people, then we will have young stewards who are ready to go on and shape what our agricultural landscape will look like for years to come.”

Careers in agriculture

Organizations such as Inside Education could also play a role in helping alleviate the agricultural labour shortage. “There are so many misconceptions about what it means to work in agriculture,” Kathryn explained. “Students may want to leave their communities, and we can show them opportunities available in their own backyards and how they can contribute to sustainable agriculture in Alberta.”

In 2016, the Alberta Cattle Feeders Association (ACFA) attended Inside Education’s Youth Summit, in Brooks, Alta., where junior high school students were introduced to careers in agriculture, including the cattle feeding sector. It’s events like these that can help excite students about the many career opportunities in farming.

How these 4 strategic priorities will build a better Alberta cattle feeding industry

It is good governance for an organization to revisit its vision and mission to make sure it is meeting the needs of everyone it works with.

The ACFA did just that in March 2017 during a three-day strategic planning session in Canmore, AB that involved the board of directors, staff and industry partners. 

The goal was to make sure we are staying true to our mandate – supporting our members and the industry we serve. We also wanted to ensure our members are represented accurately and fairly when we work with our stakeholders, including partners and the provincial government. 

Our main areas of focus

Our first task was to identify the primary opportunities and challenges that affect Alberta’s cattle feeders. As we continue to strengthen our working relationship with all levels of government, we are primarily focused on the following:

Our March session also involved a close examination of our organizational vision and mission. Through constructive conversation and feedback, we developed statements that more accurately reflect who we are, what we do and what we will achieve.

Mission: pursuing innovative and collaborative solutions for a thriving Alberta beef industry

Our strategic priorities

Our updated strategic plan will help ensure ACFA remains accountable and relevant to itself, its membership, and our sector. We also want to make certain we communicate effectively with stakeholders and government.

As we implement our new strategic plan, association project areas will be reviewed and approved within the context of the following strategic priorities:

Strategic Priority 1 – We will build the ACFA membership by delivering value to our members

Strategic Priority 2 – We will engage with the provincial government to strengthen the health and vitality of the cattle feeding sector in Alberta

Strategic Priority 3 – We will collaborate with partners to advance the industry

Our ability to move forward with clarity on our top issues, our mission and vision, and our strategic priorities will help us more effectively support our membership, the cattle feeding sector and Alberta’s beef industry.

New HR Toolkit provides the building blocks for an effective farm safety program

Today’s farmer realizes the importance of formalized safety programs when it comes to keeping their employees safe and their operations running smoothly. But the challenge with standardized safety programs for farms is the unique nature of every operation.

That’s why the Canadian Agricultural Human Resource Council (CAHRC) put together an Agri HR Toolkit specifically for farms. The toolkit gives agricultural operations of all types and sizes the information and resources they need to understand their responsibilities and liabilities, and to build a customized workforce management program.

CAHRC has recently updated the toolkit, and the Alberta Cattle Feeders’ Association has purchased a subscription for every one of their current members.

What is an HR toolkit?

That’s a question we asked CAHRC’s Project Manager, Tracy Biernacki-Dusza. Tracy explained that the toolkit covers everything involved in managing a workforce. It isn’t a safety program, but it does include a whole section on health and safety, with lots of detailed information on everything that should be considered when building a program, including steps to get started, links to other templates, and action plans. Some of the elements include:

    • Canadian Occupational Health and Safety legislation
    • WHMIS
    • Provincial legislation
    • Workplace conditions and expectations
    • Policies on drug and alcohol abuse
    • Hazard audits
    • Farm equipment safety
    • Animal safety
    • Bio-security

“It helps the business owner consider every aspect of their workforce management, to protect themselves and their employees. It includes everything from health and safety policies to hiring; from workplace wellness to succession planning – and lots more,” said Tracy.

Why is the toolkit an important resource?

Because agriculture is such a unique industry, the Agri HR Toolkit has been designed to be extremely customizable. “Rather than a checklist, we’ve included the information in a human resources handbook,” Tracy explained. “It runs through all the policies and procedures a farm operator should have in place, and helps them work out how they pertain to their operation.”

As part of their work with ACFA, CAHRC has helped create seven different feedlot role job descriptions, complete with training requirements, and has conducted training sessions on recruitment, selection and hiring.

Good for owners and employees alike

The primary purpose of the toolkit is to help business owners comply with standards and legislation. By helping them make their operations safer for their employees and visitors to their farms, it will also protect them against employment related claims.
